 "method": "Hexagons are about 24 km2. Each is assigned to the municipality containing its centre (OSM boundaries), so edge hexagons fall wholly in one municipality. ISED publishes household counts (SumURD_2021, private dwellings occupied by usual residents) only as ranges (<5, 5-25, ... 501+), so exact household shares cannot be computed. Populated hexagons = 5 or more households. hh_min = sum of each range's lower bound (a floor, not an estimate). The 50/10 band is ISED's own range of the share of households in the hexagon with access.",
